\nMit diesen S\u00e4tzen beginnt die neue National Security Strategy der US-Regierung, die jetzt ver\u00f6ffentlicht wurde. Die NSS 2002 umriss die Grundz\u00fcge der neuimperialen Milit\u00e4rpolitik der Bush-Administration. Die neue NSS 2006<\/a> best\u00e4tigt und pr\u00e4zisiert sie. <\/p>\n

\u201cIf necessary, however, long-standing principles self-defence, we do not rule out use of force before attacks occur, even if uncertainty remains as to the time and place of the enemy\u2019s attack,\u201d (\u2026) \u201cWhen the consequences of an attack with WMD [weapons of mass destruction] are potentially so devastating, we cannot afford to stand idly by as grave dangers materialise\u201d und \u201cThe security environment confronting the United States today is radically different from what we have faced before. Yet the first duty of the United States Government remains what it always has been: to protect the American people and American interests. It is an enduring American principle that this duty obligates the government to anticipate and counter threats, using all elements of national power, before the threats can do grave damage. The greater the threat, the greater is the risk of inaction \u2013 and the more compelling the case for taking anticipatory action to defend ourselves, even if uncertainty remains as to the time and place of the enemy\u2019s attack. There are few greater threats than a terrorist attack with WMD. To forestall or prevent such hostile acts by our adversaries, the United States will, if necessary, act preemptively in exercising our inherent right of self-defense. The United States will not resort to force in all cases to preempt emerging threats. Our preference is that nonmilitary actions succeed. And no country should ever use preemption as a pretext for aggression.\u201d<\/p><\/blockquote>\n

\nNach dem Goldwater-Nichols Defense Department Reorganisation Act von 1986 ist der Pr\u00e4sident verpflichtet, j\u00e4hrlich an den Kongress einen Bericht zur Nationalen Sicherheit zu geben; Ronald Reagan gb solche Berichte 1987 und 1988, Clinton poublizierte sieben, die erste Administration Bush drei. Rice einem Kommitte von Kabinettsabgeordneten zu Fragen der Nationalen Sicherheit vor, arbeitete als Assistant Secretary of Defense f\u00fcr Paul Wolfowitz, als dieser im DoD unter Dick Cheney t\u00e4tig war. Der Jurist geh\u00f6rte dem Defense Policy Board an, war Mitglied des Wahlkampfteams Bushs und arbeitete an den Entw\u00fcrfen der NSS 2002 mit \u2013 ein Sachverhalt, der nicht unwesentlich zur Charakterisierung der NSS als \u201equintessentially neo-conservative docucment\u201c beitrug . Nachdem er in der ersten Bush-Administration als Stellvertreter der Nationalen Sicherheitsberaterin Rice fungierte, folgte er dieser nach deren Berufung zur Aussenministerin nach.
\nDer Bericht reflektiert die Notwendigkeit, neben milit\u00e4rischen auch diplomatische Mittel und \u201csoft power\u201d einzusetzen – die USA habe \u201cenormous power and influence<\/em>,\u201d m\u00fcsse aber \u201cthe limits to what even a nation as powerful as the US can achieve by itself<\/em>\u201d anerkennen.
