Februar 2006 publizierte das Pentagon den <a href=\"http:\/\/www.defenselink.mil\/qdr\/report\/Report20060203.pdf\" class=\"broken_link\">Quadrennial Defense Review Report<\/a>. Dies ist eines der strategischen Schl\u00fcsseldokumente des US-Milit\u00e4rs. Der letzte &#8211; vor vier Jahren &#8211; publizierte Bericht reflektierte in Ans\u00e4tzen Nineeleven. Dieser Bericht setzt dies fort. Wie ist er einzusch\u00e4tzen? <!--more--><br \/>\nFred Kaplan, kompetenter Milit\u00e4rkommentator in Slate, sieht hier Rumsfelds <a href=\"http:\/\/http:\/\/www.slate.com\/id\/2135343\/?nav=navoa\" class=\"broken_link\">Kapitulation <\/a>, denn er setze nicht mehr auf eine weitere Strukturver\u00e4nderung des Milit\u00e4rs, wie sie noch ein <a href=\"http:\/\/www.armedforcesjournal.com\/story.php?F=1436504_0206\">Cebrowski <\/a>mit seinem Konzept von der milit\u00e4rtechnischen Revolution vertreten habe. Tats\u00e4chlich enth\u00e4lt der Bericht eine F\u00fclle von Punkten, die der Idee <strong>neuimperialer Kriegsf\u00fchrung <\/strong>folgen:<\/p>\n<ul>\n  # die vier zentralen Missionen in den n\u00e4chsten zwanzig Jahren sind der Krieg gegen den Terrorismus (\u201clarge-scale, potentially long-duration irregular warfare campaign including counterinsurgency and security, stability, transition and reconstruction operations.\u201d) , die Verteidigung des \u201cHomelands\u201d, irregul\u00e4re oder asymmetrische Kriege sowie \u201cshaping the choices of countries at a strategic crossroad\u201d<br \/>\n  # es werden mehr unbemannte Drohnen in Einsatz kommen, die konventionelle Kriegsf\u00fchrungsf\u00e4higkeit von Trident-U-Booten wird ausgebaut, B-1 und B-52 -Bomber werden modernisiert und damit die F\u00e4higkeit, entfernte Ziele zu treffen auszubauen (\u2019forces capable of sustained operations at great distances\u2019) ; das Projekt eines neuen Langstreckenbombers wird avisiert; der Umbau der Armee in flexible, kleine Einheiten wird fortgesetzt<br \/>\n  # die \u201cSpecial Operation Forces\u201d (jetzt 52 000 Mann) werden um 15 % massiv ausgebaut und ihre F\u00e4higkeit zur Counterinsurgency ebenso; wer sich in ausl\u00e4ndischen Sprachen und Kulturen auskennt, verdient mehr<br \/>\n  # W\u00e4hrend der Bericht von 2001 von milit\u00e4rischen Operationen in Europa, Asien und dem Nahen Osten sprach, sieht der Bericht 2006 vor \u201ct<em>o operate around the globe, and not only and from the four regions<\/em>\u201d<br \/>\n  # W\u00e4hrend Indien ein \u201cstrategischer Partner\u201d sei, gilt China als Hauptkontrahent, es habe \u201c<em>the greatest potential to compete militarily with the United States<\/em>\u201d; als einzige Gro\u00dfmacht nennt der Bericht ansonsten Ru\u00dfland (\u201dmajor and emerging powers\u201d); der Plan sieht vor die Zahl der Flugzeugtr\u00e4ger vom Pazifik auf 5 oder 6 zu steigern und dort 60 % der U-Boote zu stationieren<br \/>\n  # die Mittel werden weiter erh\u00f6ht &#8211; 2007 werden es rund 500 Mrd $ sein, ohne Ausgaben f\u00fcr die aktuellen kriege im Irak und Afghanistan.<\/ul>\n<p>\u201c<em>The United States is a nation engaged in what will be a long war.<\/em>\u201d lautet der erste Satz des Berichts. Weiter heisst es dort: \u201c<em>Currently, the struggle is centered in Iraq and Afghanistan, but we will need to be prepared and arranged to successfully defend our Nation and its interests around the globe for years to come.<\/em>\u201d<br \/>\nDie <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2006\/02\/02\/AR2006020202296.html\" class=\"broken_link\">Washington Post<\/a> vom 3.2.06 zitiert Rumsfelds Perspektive:<\/p>\n<blockquote><p>The United States is engaged in what could be a generational conflict akin to the Cold War, the kind of struggle that might last decades as allies work to root out terrorists across the globe and battle extremists who want to rule the world, Defense Secretary Donald H. Rumsfeld said yesterday. Rumsfeld, who laid out broad strategies for what the military and the Bush administration are now calling the \u201clong war,\u201d likened al Qaeda leader Osama bin Laden to Adolf Hitler and Vladimir Lenin while urging Americans not to give in on the battle of wills that could stretch for years. He said there is a tendency to underestimate the threats that terrorists pose to global security, and said liberty is at stake.<\/p><\/blockquote>\n<p>Die <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2006\/02\/02\/AR2006020202242.html\" class=\"broken_link\">Post <\/a>weist in einem weiteren Bericht darauf hin, dass der Versuch, den \u201clangen Krieg\u201d zur politischen Formel zu machen, die den \u201cKalten krieg\u201d und den \u201cKrieg gegen den Terror\u201dabl\u00f6sen soll, seine Wurzeln in Publikationen der neokonservativen Heritage-Foundation und der Generalit\u00e4t hat.<\/p>\n<blockquote><p>Its recent rise to rhetorical prominence in the U.S. military, according to several military officers, began in 2004 with Gen. John P. Abizaid, the Central Command chief who oversees military operations in the Middle East. Abizaid invoked the phrase to underscore the long-term challenge posed by al Qaeda and other Islamic extremist groups. Gen. Richard B. Myers, who was chairman of the Joint Chiefs of Staff, eventually picked up the term and, at his final news conference before leaving office last September, used it to emphasize the need for political and economic measures \u2014 not just military ones \u2014 to achieve victory. \u201cWhat we decided was, it\u2019s a good way of highlighting the idea that this war is likely to take awhile and will require both the commitment of significant resources and the resolve of the American people,\u201d a senior Joint Staff officer said. James Jay Carafano, a senior fellow at the Heritage Foundation, co-wrote a book last year titled \u201cWinning the Long War: Lessons from the Cold War for Defeating Terrorism and Preserving Freedom.\u201d Carafano said the name captures the only major element of the war about which everyone agrees. \u201cWe can\u2019t agree it\u2019s global, we can\u2019t agree it\u2019s terrorism, but we all generally agree it\u2019s a war . . . [and] it\u2019s going to be long,\u201d Carafano said. \u201cTransnational terrorism is the problem of the 21st century.\u201d Said a senior Central Command officer: \u201cWhat we\u2019re fighting is an \u2018-ism,\u2019 the first 21st-century \u2018-ism,\u2019 the way we fought communism and fascism in the 20th century.\u201d\n<\/p><\/blockquote>\n<p>Eine Reihe von Formeln umschreibt das Selbstverst\u00e4ndnis der politischen Krieger des DoD:<\/p>\n<ul>\n# From conducting war against nations \u2013 to conducting war in countries we are not at war with (safe havens).<br \/>\n# From \u201cone size fi ts all\u201d deterrence \u2013 to tailored deterrence for rogue powers, terrorist networks and near-peer competitors.<br \/>\n# From responding after a crisis starts (reactive) \u2013 to preventive actions so problems do not become crises (proactive).<br \/>\n# From crisis response \u2013 to shaping the future.<br \/>\n# From threat-based planning \u2013 to capabilitiesbased planning.<br \/>\n# From peacetime planning \u2013 to rapid adaptive planning.<\/ul>\n<p>Nirgends in dem Bericht findet sich ein strategischer Ansatz, der eine Wandlung weg von der Idee des neuimperialen Krieges anzeigen w\u00fcrde. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Am 6.
